Fineran CE LREC Vendor #9145 Effective: May 2026 Last updated: May 8, 2026
These policies govern all courses offered by Fineran CE through this online platform. By enrolling in a course, students agree to the policies below. Questions about anything on this page can be directed to the contact addresses listed at the end.
1. Provider information
Vendor: Fineran CE LREC Vendor Number: 9145 Vendor effective date: January 1, 2024 Mailing address: 3004 D'Aquin Street, Jefferson, LA 70121 Email: info@fineran-ce.com Web: fineran-ce.learnworlds.com
Instructor of Record (all current courses): Everett R. Fineran, Esq. - Louisiana Attorney, Bar #31153 (admitted 2007) - Louisiana Real Estate Broker, License #995692558 - CDEI Certified (Certified Distance Education Instructor)
Fineran CE is certified by the Louisiana Real Estate Commission. The vendor certification number appears on every course completion certificate and on all course advertising, as required by LREC Rule §5519.
2. Course approval and credit reporting
All Fineran CE courses are submitted to the Louisiana Real Estate Commission for approval prior to being offered for continuing education credit. Each approved course is assigned an LREC course tracking number, which appears on the completion certificate.
Credit reporting. Fineran CE reports student completions to LREC via the MyLREC portal. Reporting is submitted no later than the 15th day of the month following course completion, in accordance with LREC Rule §5537 and the RF-4 reporting requirement. Students do not need to submit certificates to LREC themselves; the report from Fineran CE is sufficient.
Credit not received? If credit does not appear on a Louisiana real estate license record within 30 days of course completion, contact us at info@fineran-ce.com with the student's name and LREC license number. We will verify the report and resubmit if needed.
Distance education delivery. Courses delivered as distance education (interactive Internet-based instruction) are submitted to the Association of Real Estate License Law Officials (ARELLO) for certification of the delivery method, as required by LREC Rule §5533.D, before any course is offered for distance learning credit.
No duplicate credit. Per LREC Rule §5529.C, students do not receive duplicate credit for completing the same continuing education course from the same vendor in the same year.
3. Eligibility and access
Continuing education courses are open to all Louisiana real estate licensees regardless of broker affiliation or association membership, as required by LREC Rule §5529.E.
To enroll, a student creates an account on this platform and provides: - Full legal name as it appears on the Louisiana real estate license - Current Louisiana real estate license number - A valid email address - Payment for the selected course
A student account is for the use of one individual licensee only. Account sharing is not permitted.
Prerequisites: none. There are no prerequisites for any current Fineran CE course.
Course fees are stated in full on each course's enrollment page. The enrollment price is the only charge; there are no additional fees and no required supplemental materials to purchase.
4. Identity verification and authentic completion
Continuing education credit may only be issued for a course personally completed by the licensee whose name appears on the certificate. This is a requirement of LREC Rule §5533.E.2 and ARELLO standards for distance education.
By enrolling, the student affirms: - The student is the individual whose name and license number are associated with the account. - The student will personally complete all course materials, knowledge checks, mandatory pause screens, and the final examination. - No other person will complete any portion of the course on the student's behalf.
Before the final examination unlocks, students sign and date a written attestation confirming the above. False attestation is a violation of LREC rules and may result in revocation of course credit, notification to LREC for further action, and a permanent ban from future Fineran CE courses.
5. Course completion requirements
Each course requires the student to: - View all instructional content in sequence (the course player enforces ordering). - Complete each module's knowledge check at or above the passing threshold for that course (typically 4 of 5 questions correct). - Observe each scheduled break (mandatory pause screens between 50-minute instructional blocks, per LREC's classroom-hour definition). - Sign and date the attestation immediately before the final examination. - Pass the final examination at or above the LREC-required threshold for the course (typically 70%; specific minimum stated on each course's enrollment page).
Upon successful completion, a course completion certificate is issued automatically using the LREC mandatory standardized format (LREC Education Division, Rev. 01/16). The certificate identifies the vendor (Fineran CE, #9145), the course title and tracking number, the instructor, the student's name and license number, the date of completion, the credit hours earned, and the method of completion (Distance Learning).
Retakes. If you do not reach the passing score on a module knowledge check, you may retake it as many times as needed until you pass before moving on. If you do not pass the final examination, you may retake it as many times as needed until you pass; the exam re-draws from the course question bank on each attempt. There is no additional charge for retakes.
Final examination format. The final examination is a multiple-choice exam of 40 questions delivered online within the course player. The passing score for each course is stated on its enrollment page (typically 70%).
6. Course time and pacing
Each course is structured around the LREC definition of a classroom hour: 50 minutes of instruction plus 10 minutes of break, totaling 60 minutes per credit hour. A 4-credit-hour course therefore consists of 200 minutes of instructional content plus four 10-minute mandatory pause screens.
Students are expected to engage with each segment of the course at a pace consistent with the instructional design. The course player enforces minimum-time engagement on each unit per ARELLO distance education standards. Skipping forward, fast-forwarding, or otherwise circumventing the time-tracking mechanisms is grounds for invalidating the course completion record.
Courses may be paused and resumed across multiple sittings. Progress is saved automatically.
Course access and completion deadline. There is no fixed deadline to complete a course. You may pause and resume across multiple sittings; your progress is saved automatically, and you retain access until you have completed the course. If you are ever unable to access a course you have enrolled in, email info@fineran-ce.com and we will restore access at no charge.
7. Refund policy
A full refund is available within seven (7) calendar days of enrollment, provided the student has completed less than 25 percent of the course content. Refund requests are submitted to info@fineran-ce.com with the student's name, LREC license number, and course title.
Refunds are processed through the original payment method (Stripe) within five business days of approval. Once a refund is issued, course access is revoked.
A refund is not available under the following circumstances: - The student has completed more than 25 percent of the course content. - The student has passed the final examination (course credit has been applied to the LREC license). - More than seven (7) calendar days have passed since enrollment.
If technical issues prevent course completion, contact info@fineran-ce.com — technical refunds are evaluated case-by-case and are not subject to the 25-percent or 7-day limits.
8. Privacy and data protection
Fineran CE collects only the data necessary to deliver courses, report credit to LREC, and communicate with students:
- Name as licensed
- LREC license number
- Email address
- Mailing address (for certificate copy if requested)
- Course progress, knowledge check results, and final exam score
- Completion date and time
- Payment metadata (processed by Stripe; Fineran CE does not store credit card numbers)
How we use this data. Course delivery and progress tracking on the LearnWorlds platform; credit reporting to LREC via MyLREC portal; transactional communications about enrollment, completion, and certificate delivery; occasional notifications about new courses (opt-out available in account settings).
How long we keep this data. Student records (name, license number, completion date, credit hours, exam scores) are retained for at least five years following course completion, as required by LREC Rule §5511. Records may be retained longer for tax, audit, or legal compliance purposes.
Third-party processors. Stripe (payment processing); LearnWorlds (course delivery platform); LREC MyLREC portal (credit reporting). Fineran CE does not sell, rent, or share student data with any third party for marketing purposes.
Student rights. Students may request access to their data, correction of inaccurate data, or deletion of their account at any time by emailing info@fineran-ce.com. Deletion requests are honored subject to the five-year LREC records retention requirement (deletion is then completed at the end of the retention period).
9. Accessibility
Fineran CE makes reasonable accommodations for students with documented disabilities, in accordance with federal law and LREC requirements. Accommodation requests are submitted to info@fineran-ce.com prior to or during course enrollment, with a description of the requested accommodation. Common accommodations include extended time on the final examination, screen-reader-compatible content delivery, and captioned audio segments.
All Fineran CE course audio includes synchronized text captions by default. Course materials are designed to be navigable with keyboard-only input and standard screen-reader software.
10. Code of conduct
Students are expected to engage with course materials in good faith and with professional integrity.
The following are prohibited: - Sharing account credentials or course access with another person. - Using or attempting to use another individual's account or license number. - Recording, copying, redistributing, or republishing any course content without prior written permission from Fineran CE. - Circumventing or attempting to circumvent the time-tracking, sequencing, or attestation mechanisms in the course player. - Using course-time content for personal commercial promotion or solicitation (this restriction also applies to the instructor and to Fineran CE itself, per LREC Rule §5523.A.7).
Violations may result in revocation of course access without refund, invalidation of any completion certificate previously issued, notification to LREC, and a permanent bar from future Fineran CE courses.
11. Disputes and complaints
Disputes about enrollment, billing, course content, or completion records should first be directed to Fineran CE at info@fineran-ce.com. We respond to complaints within five business days.
12. Required disclaimers
Real estate education, not legal advice. Fineran CE courses are continuing education in real estate practice. Course content is not legal advice. Students with specific legal questions about their transactions, license, or business should consult a licensed Louisiana attorney. The instructor's status as a licensed Louisiana attorney does not create an attorney-client relationship between the instructor and any student.
No outcome guarantee. Successful completion of a Fineran CE course satisfies a portion of the licensee's annual continuing education requirement, in the credit hours specified on the certificate. Course completion does not guarantee any particular outcome with respect to brokerage practice, transaction success, or professional standing.
Endorsement disclaimer. Per LREC vendor certification standards, the issuance of LREC vendor certification is not intended as an endorsement of any personal view or opinion expressed by the vendor or its instructors during course presentations.
Information accuracy. Course content reflects Louisiana real estate law and practice as of the course's most recent revision date. Statutes, rules, and customary practices change. Students should verify any specific legal or regulatory question against current authority.
13. Updates to these policies
These policies may be updated periodically to reflect changes in LREC rules, ARELLO standards, platform features, or business practices. The current version is always posted at this URL. Material changes will be notified to enrolled students by email at least 14 days before the change takes effect.
The effective date and last-updated date appear at the top of this page.
14. Technical requirements and support
To take a Fineran CE course you need a current version of a major web browser (Chrome, Safari, Edge, or Firefox); a stable broadband internet connection; a desktop, laptop, tablet, or smartphone; and audio output (speakers or headphones) for the narrated segments. No additional software or specialized internet service is required.
Technical support is available by email at info@fineran-ce.com, Monday through Friday, 9:00 a.m. to 5:00 p.m. Central, excluding holidays. We respond to technical requests within one business day. If a technical problem prevents you from completing a course, see the technical-issue provision in Section 7 (Refund policy).
